The identifier assigned to an education organization.

The unique number that has been assigned to the student by the KIDS Assignment System. This number is assigned by submitting an ASGT record to the KIDS Collection System.

The type of address listed for an individual or organization. For example: Physical Address, Mailing Address, Home Address, etc.)

Concurrent High School Enrolled Student

A description of a second educational program enrollment for a high school student on September 20 (see September 20 Rule on previous page).  The enrollment must have been in an accredited program or institution. Accredited programs can be delivered at the high school or at the postsecondary institution providing the service.  To be indicated as a ‘Concurrent High School Enrolled Student’, Current Grade Level must be Tenth-Twelfth grade or Ungraded, or Ninth-Twelfth grade or Ungraded if the student is also indicated as a ‘Gifted Student’

A student can be indicated as a ‘Concurrent High School Enrolled Student’ only if the student meets the following criteria:

Any Kansas Board of Regents approved and funded CTE Course at a Technical College or Community College

Includes students taking an approved CTE course through a postsecondary institution.  The time spent in the CTE courses through a postsecondary institution should NOT be counted toward the minutes reported in Career & Technical Ed Contact Minutes.

Community College

State University (Includes students enrolled in the KS Academy of Math & Science (KAMS) at Fort Hays State University.)

Private College or other Postsecondary institution

Off-Campus High School CTE program (Includes ONLY students attending an approved CTE program offered by a USD in a separate facility that could require enough travel time to reduce the student’s minutes enrolled below the full-time threshold of 360 minutes.)

Dropout Diploma Completion Virtual Student

An indicator that the student has been identified as a Dropout Diploma Completion Virtual Student. A Dropout Diploma Completion Virtual Student, as defined in K.S.A. 72-3715, is a student 19 years of age or younger as of September 20 and meets all the criteria identified below. These students should be identified in this field and will be funded based on course credits earned from July 1, 2025 through June 30, 2026. This field is required when Current Grade Level is equal to Ninth, Tenth, Eleventh, Twelfth grade or Ungraded.

A student can only be indicated as a Dropout Diploma Completion Virtual Student if the following criteria is true:

The student is 19 years of age or younger.

The student has a credit deficiency of less than 75% of credits that should have been earned to be considered on track for graduation.

The student is a dropout because their parent or legal guardian signed them out or they did not attend 60 consecutive days during the prior year (25-26) or the current year (26-27).

Note 1: A dropout diploma completion virtual student as defined here is different from a dropout student as defined for a district’s annual Dropout/Graduation Summary Report (DGSR).

Note 2: A student cannot be both a Virtual Education and a Dropout Diploma Completion Virtual student.

Note 3: A Dropout Diploma Completion Virtual Student cannot have a ESL Dosage value, or any Career and Technical Education Contact Minutes or be a Kansas At-Risk Program Participant.

Eagle Scout or Gold Scout PSA

JROTC PSA

An indication that a student has participated in Junior ROTC during the current school year.

Note: To have a value ‘Junior ROTC Postsec Asset’, Current Grade Level must equal Ninth, Tenth, Eleventh or Twelfth grade, all other grade levels will not report this characteristic.

Migrant Student

Indicator of whether the student is a migrant student receiving migrant services at the time the course information is submitted to KSDE.

Open Enrollment Student

An indication that a student is a nonresident student who sought to enroll in and attend the school district through an application process in the preceding school year per Sec. 9. K.S.A. 2023 Supp. 72-3123.

Note 1: For 26-27, this applies to students who:

• Are NOT current students who reside outside the district and were enrolled at the end of the 2025-2026 school year. Do not currently reside within the school district.
• Only applies to grades Kindergarten-Twelfth
• Submitted an application in June 2025-2026 requesting to enroll in the school district for the 26-27 school year.
• School district approved the student application in July 2026.

Note 2: Subject to capacity, school districts shall give priority to any sibling of a nonresident student who is enrolled in and attending school district. Any such sibling shall not be subject to the open seat lottery.

Note 3: Subject to capacity, school districts shall give priority to any nonresident student who is a military student as defined in K.S.A. 72-5139. Any such military student shall not be subject to the open seat lottery.

Note 4: Any child who is in the custody of the Department for Children and Families (foster care) and who is living in the home of a nonresident student who transfers may attend school in the receiving school district.

Note 5: Any nonresident student who has a parent or person acting as parent employed by a school district shall be permitted to enroll in and attend such school district as if the student is a resident of the school district. Any such student shall not be subject to the open-seat lottery when enrolling in and attending the school district where the parent or person acting as parent is employed.

Note 6: Any child who is experiencing homelessness shall be permitted to enroll in and attend the school district of origin or the school district of residence.

Part-Time Virtual Education Student

Indicator of whether a student is participating in a virtual education school or program that is approved for State funding.  Only report if the submitter is the school or district providing the virtual education services or contracting with an approved program to provide the virtual education services via a service center.  For a student to be indicated as a ‘Virtual Student’, the Current Grade Level must be Kindergarten, First-Twelfth grade, or Ungraded.

Note 2: If Residence District Identifier is out-of-state then Student cannot be a Part-Time Virtual Education Student.

Note 3: A Part-Time Virtual Education Student cannot be a Dropout Diploma Completion Virtual Student, or have any ESL Dosage, or any Career and Technical Education minutes or be a Kansas At-Risk student.

Note 4: For a student to be a Part-Time Virtual Education Student, Minutes Enrolled must be less than 360 minutes.

Single Parent

Indicator of whether the student is a single parent during the school year the course information is submitted to KSDE.  A student that is a single parent is defined as individuals who are unmarried or legally separated and have custody or joint custody of one or more minor children.  This group includes teenagers or women who are pregnant.  Students enrolled in CTE Pathways who meet the criteria to be considered a single parent must be identified for federal reporting of CTE students.

Special Circumstances Transfer Choice Student

An indication of whether the student’s transfer was related to provisions of federal law.  This field should include information on students transferring within or outside the district. This documentation is based on Section 8532 of the Every Student Succeeds Act and the student transferring must be transferring from a school that the KSDE has identified as a Persistently Dangerous School.

Sr Exit Interview or Sr Projects PSA

Student Indicated with Dyslexia

An indication of whether or not the student has been identified as a student with Dyslexia.

Truant

An indicator of whether the student has been truant at any time during the current school year, for the Accountability School.

Virtual Education Student

Indicator of whether a student is participating in a virtual education school or program that is approved for State funding.  Only report if the submitter is the school or district providing the virtual education services or contracting with an approved program to provide the virtual education services via a service center.  For a student to be indicated as a ‘Virtual Student’, the Current Grade Level must be Kindergarten, First-Twelfth grade, or Ungraded.

Military – Parent Active Duty

Student is a dependent of a (full-time) member of the Army, Navy, Air Force, Space Force, Marine Corps, Coast Guard, or a member of the National Guard or Reserve Forces called to (full time) Active Duty at the time of submission per KS statute 72-5139(e).

Military – Parent National Guard or Reserve

Student is a dependent of a traditional part-time status member of the National Guard or Reserve Forces (Army, Navy, Air Force, Space Force, Marine Corps or Coast Guard).

Neglected Student

A flag that identifies a neglected or delinquent student who is served under Title I Part A (neglected) or Part D (delinquent) funds at some time during the year. Neglected Students are students living in a child-caring institution (CCI) that need care due to abandonment, neglect, or death of their parents or guardians. Delinquent Students are students living in a child-caring institution (CCI) who have been adjudicated to be delinquent or in need of supervision.

Note 1: If the district is setting aside Title I funds for neglected or delinquent they should be reporting students.  If the district is not setting aside funds, no students should be reported in this field.

Note 2: If a student’s status will change between the last day of school and June 30th, schools can choose to report the student’s status as of June 30th. 

Note 3: A student may not be both neglected and delinquent.

Delinquent Student

A coding scheme that is used for identification and record-keeping purposes by schools, social services, or other agencies to refer to a student.

The unique alphanumeric code assigned to the student by the school or local education agency.

Allowable Values:

• District
• State

The organization code or name assigning the StudentIdentificationCode.

The unique number that has been assigned to the district by the state.  In this case, it is the unique number of the district in which a student resides.  This identifier can be found in the Kansas Educational Directory.  Use state district alphanumeric code number (e.g., D0101), except for out-of-state residences.  In that case, use the 2-letter State code for that State (e.g., NE for Nebraska).  Except for the out of state identifier, the identifier is composed of a leading alpha character followed by four numbers, the first of which is zero.

Note: Private schools can use the public district number in which the private school resides.

An indicator of whether or not the student is an immigrant, defined as being aged 3 through 21, not born in any state in the United States, and not being in attendance in schools in the states for more than three full academic years. This applies to foreign exchange students if they meet these criteria.

Note 1: The information provided for this field is not used to generate funding and should match with the number of students reported in the LCP Annual Report as being served with at-risk funds, which includes Grade Levels Preschool, Kindergarten and First-Twelfth.

Note 3: PR-Aged At-Risk Students cannot be indicated as a IEP Student or a Gifted Student.

The number of miles a student is transported one way at the school or district’s expense, as measured from the front door of the student’s residence to the front door of the school where the student attends the majority of his/her classes.  The amount should be to nearest tenth without rounding.  For example, 2.48 would be 2.4 and not 2.5.  Mileage over 3.0 miles is counted as 3.0 for “miles transported” purposes.  Because of this, you may enter 3.0 or the exact miles when a student is transported 3.0 miles or further.  Use zero for students not transported.  Do not include transportation of special education students claimed on the Special Education Transportation Expense Form 308.  Do not include transportation of students to and from a technical school or community college.

The student’s round-trip transportation to school, to the nearest tenth. When the student is transported to and from school, the portion is 1.0. When a student is transported one way; the portion is .5.  Do not include transportation of special education students claimed on the Special Education Transportation Expense Form 308.
